The metaphor is that if you didn't have time to go to church, you could always have the time to go get killed at war. He was accusing the church and the state of bonding together to manipulate the population of France. He was right.
In this day, however, I have invented a new saying for this American nation. Grasshopper, my saying is Le Sabre, Le Burger, et le Coupion.
